How to register as a dentist in Malaysia

Hello all! I’ve already gotten my job posting, I got posted to Klinik Pergigian Gombak Setia under the district of Gombak and state of Selangor. I was fortunate enough to have only waited 3 months from the time of registration to actually getting the job offer as part of the November 2017 intake. The process of getting a job as a dental officer under the government in Malaysia is extremely complicated and headache-inducing, especially more so if you’re a foreign graduate without batchmates, as I personally went through lots of questioning and double-checking myself. So I’ve decided to help the new dentists out there: here’s my detailed step-by-step guide on how to get a job in the government as a dentist in Malaysia (accurate as of Nov 2017)

If you’re lazy to go through the entire article, here’s a condensed TL;DR version that probably doesn’t mean anything if you don’t know your way around.

  • STEP 1: Register with the MDC
  • STEP 2: Apply online through SPA
  • STEP 3: Submit required documents to KKM
  • STEP 4: Wait for job offer
  • STEP 5: Attend PTM
  • STEP 6: Report for duty

STEP 1 – Email MDC

First thing you must do after you graduate is to make an appointment with the Malaysian Dental Council (MDC) to register as a dental practitioner (pengamal pergigian). I tried calling the MDC phone number, but they told me to email them so they can take their time to arrange an appointment and reply you. The email to mdc@moh.gov.my should include your full name, the university you graduated from, and that you want to register as a new dental practitioner. I wrote my email in Bahasa Melayu but I believe you can write to them in English as well.

STEP 2 – Prepare your documents

Items no. 8 and 9 only applies to dentists who have previously registered under a different regulatory body overseas e.g. GDC in the UK or Australian Dental Board etc.

STEP 3 – Attend the MDC registration appointment

From what I know, you have to attend this appointment in person (I feel for you East Malaysian folks!). The MDC office is located in Cyberjaya at this address:

E301, Level 3, Block 3440, Enterprise Building 1, Jalan Teknokrat 3, Cyberjaya, 63000 Cyberjaya, Selangor.

The appointment took 3 hours long (9am to 12 noon), and I was there with some 14 other new dentists. We were gathered into a conference room and they gave a briefing about the role of MDC as a dental profession regulatory body, the importance of professionalism and ethics, the next steps to take to apply for the job, and what to expect during the khidmat wajib (1 year as of 2017). They also collected the documents as mentioned above and gave us our MDC number.

It’ll take a week or so to process the Sijil MDC, which you can either choose to be posted to your address or collected by hand. I chose to collect by hand as Cyberjaya isn’t too far from me. In the meantime, don’t waste time and do this next step.

STEP 4 – Apply online through SPA

Now this part is the most crucial part of the application and is the part where most people get their applications stalled due to mistakes. SPA stands for Suruhanjaya Perkhidmatan Awam (Public Service Commission) and is responsible for allocating jobs to new dentists in Malaysia. Note that however they are not your employers – that would be KKM (Kementerian Kesihatan Malaysia) – SPA is just a body related to them, in charge of appointing employees to public service.

Go to this link to apply through the SPA online form – https://putra2.spa.gov.my/spa8new/login.jsp

Remember to fill in all your details, including your PMR, SPM results, your musical talents, co-curricular activities etc. Just fill in as much as you can, even if they seem less than important. Won’t want to miss anything! There’s also a STPM section, but I did A-levels and I didn’t get to enter my details here so I left that section blank, which turned out to be okay. There’s also the subsection Pengajian Tinggi under Maklumat Akademik where we enter the degree and university – I chose Sarjana Muda (Am) when most other applicants chose Sarjana Muda Dlm Bdg Profesional – which also turned out to be okay.

Now here’s the important part where people mess up: where to enter your MDC number? It’s actually under Maklumat Akademik > Profesional/Iktisas/SKM/SVM. Under the dropdown box, choose Berdaftar dengan Majlis Pergigian Malaysia and put in the date of your registration (the date of the MDC appointment when you got your number), and your MDC number itself.

Fill up the rest of the online form, tick the box Saya setuju under Pengakuan Pemohon, hit Hantar to submit.

After submitting, perhaps wait a few days, then call one of SPA’s dedicated Bahagian Pengambilan phone numbers – 03-8885 6327 / 6313 / 6338 / 6372 / 6475 / 6137 ( Unit Perubatan ). Tell them you want to menyemak status permohonan, give them your name and IC number, and ask if there are any masalah mengenai permohonan. This is just for your own assurance – they’ll tell you if you missed anything in the SPA form. The form itself online won’t say anything!

STEP 5 – Submit documents to KKM

For this next step you need your MDC certificate. MDC will call you to inform you that your certificate is ready for collection or you’d get it in the post. There is also a list of documents you need to submit to the kementerian. You can download this form from this link which states what is required – http://www.moh.gov.my/index.php/pages/view/981

For my case, I went to Cyberjaya to collect the MDC certificate and made a photocopy at a nearby stationery shop, and immediately went to Putrajaya to submit the other documents mentioned in the link above.

Again, you can opt to submit it by hand to the ministry itself, or post it to them. I personally went to Putrajaya to hand in the documents and to see the ministry building. I was redirected to the Unit Pengurusan & Profesional. In the end it was quite anticlimactic as all I needed to do was to place the documents on a tray titled Pegawai Pergigian on an office desk which was vacant. Here’s exactly where you need to post/hand in your documents to:

STEP 6 – The long wait

Go work as a DSA or a lab technician in the meantime to keep in touch with the profession! It’s also a great time to discover what other passions you may have in life – music, arts, photography, investments and business management etc.

STEP 7 – The offer email

When it’s your lucky day, you will get an email from Bahagian Sumber Manusia KKM titled TAWARAN LANTIKAN KONTRAK SEBAGAI PEGAWAI PERGIGIAN GRED UG41 DI KEMENTERIAN KESIHATAN MALAYSIA (KKM) – PERMOHONAN PENEMPATAN SECARA ATAS TALIAN DI SISTEM eDENTIST.

The email will detail when the eDentist system opens (where you choose your placement state) and that you will need to make an online account with eDentist. You can try to log in eDentist with your account but it wouldn’t open until the specified time and date. Also it will mention that the PTM and employment starts the following week, which gives you very little time to prepare, so be warned!

It’s time to plan where to get insane internet connection speeds to get the state that you want! I’ve heard of people going to cybercafes to get extra bandwidth and speed.

STEP 8 – Ready you keyboard warriors!

[UPDATE]: This part is outdated. The system now apparently allows you to choose your clinic rather than state. So there will be a long popup list of all clinics with vacancies in the country. For this you would need to do your own research for which clinic you want. Head over to each state’s JKN website to check out the dental clinics available in each state.

When eDentist finally opens, there will be annoyingly 3 tabs. The first tab wants you to fill in some extra family details in a form, the second tab wants you to fill in your pre-U qualification and year. The third tab is the one where you choose your state of choice.

For me I wanted KL as my first choice but the first two tabs stalled me for a few precious seconds, and the mere 15 vacancies for KL were filled up by then. I quickly picked Selangor (38 vacancies) as my next choice and phew I got it!

Best of luck at this stage getting your state!

STEP 9 – More documents

Once you get the state of choice, there are a few forms and documents to download from the eDentist page – a contract agreement, medical checkup form, offer letter, statutory declaration etc. These are very important, take note of the number of copies you require for each item.

Here’s a full checklist of what’s needed (extracted from the Surat Tawaran Pelantikan itself):-

  1. Dua (2) salinan Surat Tawaran Pelantikan
  2. Empat (4) Borang Perjanjian Kontrak yang lengkap bersama duti setem
  3. Tiga (3) Surat Setuju Terima Pelantikan asal
  4. *Akuan Berkanun Bagi Kegunaan Calon lantikan (SPA. 6C 2014) asal dan dua (2) salinan
  5. *Borang Pemeriksaan Kesihatan Bagi Calon Lantikan Perkhidmatan Awam (Pin. 1/2013)* asal dan salinan
  6. Ijazah asal dan tiga (3) salinan
  7. Diploma/STPM/SPM dan tiga (3) salinan
  8. Sijil Perakuan Pendaftaran asal dan tiga (3) salinan
  9. Tiga (3) salinan Kad Pengenalan
  10. Surat panggilan Program Transformasi Minda asal dan salinan
  • For the statutory declaration (akuan berkanun) which you will need to sign in front of a commissioner of oath.
  • The contract agreement needs to be brought to a Lembaga Hasil Dalam Negeri office to be stamped with a setem hasil.
  • The medical checkup must be done ASAP and a urine test part of it. Better to do it under a government clinic (Klinik Kesihatan) or government hospital
  • You’ll also need multiple photocopies of your IC, degree, MDC certificate, SPM certificate.

Also to do: set up an EPF/KWSP account, you’ll need it as soon as you report to state office. Takes literally 2 mins – go to the nearest EPF office, use a kiosk to enter your IC and print out your EPF number.

Another thing to do: make a stamp and name tag. Go to a stationery shop with the necessary facilities to make these things. You’ll need it as soon as you start work! Here’s an example of mine.

STEP 10 – Transform your mind

Keep checking the eDentist page for details about the upcoming Program Transformasi Minda (PTM). There will be another surat jemputan PTM, detailing the dress code and the length of stay. For mine it was posted online 3 days after the offer (and a mere 4 days before actually attending the PTM) that the PTM would be held in Melaka, at a resort called Amverton Heritage Resort Ayer Keroh. Food and accommodation all paid for!

The PTM is a weeklong course and contrary to popular belief, it isn’t actually all that “brainwashy”. They talk mainly about the role of the civil service, law & ethics, and the structure of governmental bureaucracy but don’t really touch the political side of things. Make use of this time to make new friends in your groups and at the dining table. There will be some group work to do during this week, so take the opportunity to foster the bond with your new friends. I think the PTM is made to be more of a fun session for new civil servants than actual serious business so just go in to have fun!

Now there’s a burning question going on: despite knowing your state of work, you still don’t know which clinic/hospital you will be placed in. You won’t find out at the PTM, which brings us to this next part.

STEP 11 – Report to the state office

After the PTM, we had to report to the state office (for Selangor it was in Shah Alam) at 8am on the first working day following the PTM. For Johor, Kedah, Kelantan and Terengganu it’s on a Sunday, and for the other states, it’s Monday.

The state office will give YET ANOTHER briefing/ceramah and then you will be allocated your actual clinic placement. Selangor claims to use some “special algorithm” to place us according to vacancy requirements, home address, gender and race for diversity purposes. Some states will allow swapping between people. I got Gombak Setia which is extremely close to KL, so I didn’t let it go!

After finalising your clinic placement, which took hours, you will get a letter to report to the district office (PKPD daerah), which brings us to…

STEP 12 – Report to district office

My district is Gombak, which has its district office in Rawang. So I traveled to Rawang PKPD for the actual submission of the documents required and their photocopies, and confirmation of EPF/KWSP account and bank account details (for your salary!).

Also here you can claim mileage expenses for your troubles traveling from home to PTM location to state office to district office.

Finally, you will get a letter with your name and the address of the clinic…

STEP 13 – Report to clinic!

Go to your clinic, submit your letter to the YM (Yang Menjaga) of the clinic and there! You’ve finally gotten yourself a job as a dental officer in the civil service. From here on out, your YM will inform you of any other urusan you need to carry out. One example would be applying for an APC (annual practising certificate) with the MDC.

    1. Hi Deb, it really depends on the clinic you get and the supervisors/colleagues. My clinic is a really small basic primary healthcare unit and we only do fillings, scaling and extractions. I will need to be transferred to other clinics for RCTs and denture experience. As for MOS, if your supervisor does it and allows you to do it, you can. Unfortunately my supervisor doesn’t do MOS herself so we have to refer those cases.

    1. Hi Moganraj, the Borang 8 is an application form for the APC which you can fill in after you lapor diri ke klinik. Alternatively you can use the online DPIMS to apply APC, which is much more convenient and what most of us did, then you don’t need to submit Borang 8.

    1. Yes you will be working mainly in clinics almost throughout the year. Hospital attachment is only 6 weeks. So you will be allocated to a clinic.

    1. Hi Carven, yes for the first meeting with MDC you need to get the documents certified with a commissioner of oath. You can Google and look up where to find one, they only charge a small fee for each page they certify.

  7. Excellent work. The information you have provided is very good and extremely helpful. Information for medical graduates are there numerous, but not for dental graduates.Additional information from those who have been accepted will be good too. Some additional information from me:

    It is very important for MDC to provide an AD ,that is Administrative Detail.Basic information will suffice.

    1. Parking at the MDC is only by the use of Touch and Go Cards. First hour is RM2.20. Every subsequent hour is Rm1.20 per hour. You will be there for about 5 hours – 7.30 am to 12.30 pm..Avoid parking here. Just park at the public parking area immediately next to MDC building. Not even 10 metres. You pay 40 sen per hour. Currently it is machine based. If you come as early as 7 am, you can park very near to MDC. You arrive a bit later you will need to park a bit further but ample parking spots. When using Waze, type 7-11, Jalan GC 1, off Jalan Technocrat 3, Cyberjaya. Reconfirm again please. 7-11 is 70 metres from MDC. Opposite Quill 18 building.

    2. No breakfast , no coffee or tea and no water provided. You can come from Sabah or Sarawak or from Johore or Kedah, ensure you have breakfast first. Transport and accommodation expenses are NOT claimable.Everyone who comes here will have a different state of mind. Just be calm and know the details first.

    3. Males are required to wear a long-sleeved white shirt but I believe they were lenient on this. Please come dressed in formal attire. Some don`t understand the meaning of formal attire. Strictly no jeans , no slippers and no t-shirts.

    4.The attestation of ALL your documents can be done by a Commissioner of Oath. They charge between RM 2 to RM 3 to RM 4 for per stamping. If you have 50 documents to attest, just be prepared to pay. Why so many documents? Because you have to give to the various departments. Try your best to get your ex HM or PK from your previous school to attest the documents. You can save a lot of money. They must be UD41 and above. Normal teachers do not have authority to attest. Attestation or certification is a British system . If any document is in doubt , the one who attests or certifies will be answerable. One students had one document which stated her date of birth different by one year. MDC told her to get it corrected by getting a Commissioner of Oaths to attest it. She had four hours to do it. She had to rush from Cyberjaya to Putrajaya and come back to Cyberjaya. If not , she had to wait another three months. So, please ensure all documents are in order. Never get angry. Just follow the procedures very clearly.

    5. After the MDC seminar and registration, please sign up online with SPA as fast as possible. It can be on the same day or maybe one day later. No reason for you to delay as you are filling up online all details. Please get all your documents ready , starting from PMR certificate. Please don`t ask why PMR! It will take about an hour to fill up. Be very patient. But your patience will be tested first to gain access to the SPA website. Never get upset or lose hope. The waiting time will be agonising but be patient. Rome was never built in one day.

    6. Passport size photographs. What is defined in Malaysia is different from India, Indonesia , Bangladesh and other countries. Please get the correct passport size photographs. Because later when they want to do your name tag or others, your photo will be too small and it is very difficult to get it changed. You need a minimum of 20 passport size photographs as you will need to give them to various departments and the clinic you are reporting to.

    7. At the age of 5G technology, why are all required to come to MDC office in KL is crazy. Those living in KL and Selangor will be lucky as Cyberjaya is nearby. But those in other states such as Kelantan, Kedah, Johore, Sabah or even Sarawak will have a tough time. Really sympathise with them. How many trips they have to make to Cyberjaya and Putrajaya only they will know later!

    8. Always work with your batchmates all the time, even though you may have differences. Email is sent by MDC to the leader of your group only for the first meeting. You need to select and appoint a leader. Someone who can be dependable and capable of keeping all of you updated. Email is not sent to individuals, unless you are the only one from your University.

  8. At the seminar, the senior staff gave very gave very good tips and information. I must say the seminar was conducted well. Some key information provided by them are :
    All dental graduates are on a 3 year contract system. the first year is compulsory. For each year your pass mark is 85%. That is called the KPI – key performance index. Repeat it is 85%. Anything less than this you will not be eligible to stay in service after the three years contract. Previously it was on average basis of the three years. Now it is on each year basis. That means for each of the three years you must obtain 85% marks in order to stay in service after the three years.If the first year you get 80% marks but the second and third year you 90% marks, you will NOT be extended beyond your contract years. It has to be 85% marks for each year.
    Once you are posted, take the offer. Do not reject or appeal or seek to wait for the next batch. Please do not waste your time. You can call and ask for the next batch but let me tell you. If I am the officer, I will say it is okay but you will be kept waiting longer. This is what I believe will take place. Beggars cannot be choosers. You are given an opportunity to work for three years. Just take it up. Suffer for one year and hope you can get a new placement after the first year.
    During the first year, do not take any leave. Be it your for neighbour`s dog`s birthday, your grandmother`s wedding anniversary,, your younger sister coming of age ceremony or for first year death anniversary of your very close family member.. You can always go back when there is a long holiday of four days. Taking leave will affect your KPI, if no valid reason is given. Just bear with it for one year.
    For medical graduates, it is a four years contract system. 2 years houseman-ship and 2 years medical officer post. For dental graduates it is 1 plus 2.. You become an MO just after one year. Floating MO, as they call it until confirmed in writing.
    No one said being a dentist is an easy job. You have all worked hard. Slogged well. Parents have spent a lot money. The fees is about thirty percent higher than medical studies.The most expensive course in any University I believe. But the rewards will come only later. Never give up mid way. Stay in touch with your batch-mates or new found friends in the department.

    Just got confirmation again that there is no need to submit anything to KKM unlike before. Whatever has been submitted to MDC plus the online registration with KKM would suffice. But for your own confirmation, you can call them .

    By the way, those who attended the seminar on 23 December 2019 ( this was the final seminar for 2019) were told to wait for one to two weeks for the registration certificate.Only yesterday ( 17 days later, possibly due the holidays) , MDC staff called one of the graduate to collect the certificate ( for those who requested for personal collection). He passed on the information to others.

MDC did NOT send the email yesterday (8 January 2020 Wednesday) to the leader of the group on the collection of the certificate.They had sent the email to one of the graduates in the group. Not certain why. Will need to call them to find out if the certificates are ready for others too.

  12. I was informed by the staff at MDC today (9 January 2020), that there is no requirement to contact or submit any documents to SPA once the online registration is done.

    Just to add some information. The sole staff at MDC, the only one sitting in the office today, as no one else could be seen, said roughly about 30 meetings ( taklimat) were held between September till December 2020. Averaging about 30 graduates per meeting, easily 900 dental graduates within a space of 4 months are registering with MDC . Hope the waiting period is not too long for the graduates to get their placements.

Once MDC calls any one member in your group to inform the Certificates are ready, then it is confirmed that those who wanted to collect the Certificates can proceed directly to MDC to collect it. No further need to call them to enquire if your Certificate is ready. MDC could call any one randomly in your group. They will inform that person to inform all others in the group. For those who wished to receive the Certificate by POSLAJU, please wait for delivery.

    1. Hi QF! From what I recall, there isn’t any KP list or information prior to the edentist selection stage. You’d have to be prepared beforehand to roughly plan out where you want to choose, and be fast on the day itself. Good luck to you and your batch mates!

    2. Goo afternoon. Rules and policies keep changing every three months. What happened during Dr Kai s time is now very different, though some the basics may remain the same.

      By the way, there are only one or two resources available for new dentists and Dr Kai s is obviously the best one now.

  15. February. June. October. The rough months here new intakes are done.

    One month notice to get registered with all the details. Prior to this, submission of documents to MDC and a one day seminar with them will be done.

    Once registered the gates will open . You will be informed about five days in advance when the system will be opened.
    .
    You need to go to a cybercafe to log in. Not at home. Why? Internet speed will be slow.

    Opening will be done for clinics which have empty slots . Example. Selangor may have 50 clinics, but maybe 10 will be open.
    Go with an open mind.Take whatever comes. Any state.

    Example. If the system opens at 12 .01 pm. you will take 90 seconds to key in your details. name, MYKAD, MDC registration number and what not.

    Then select the state you want to be go. Example: Selangor. You will see ten places open with number of slots available. You will be shocked that within one minute, REPEAT, one minute, all slots are taken up. At 12.07 pm ( maximum), all slots taken up left only Kelantan. Terengganu, Johore, Sabah and Sarawak.

    Try to be alone. If with your sibling, or parent, decision will be slower. Because , you want Puchong, but no slot, Then you see Tg Sepat and Serendah. Which to choose?By the time you make the decision after twenty seconds, both filled up. Then you see Selangor no more slots. Go back and type the next State. Happened with parents around trying to guide the dentists.

    Take note, not all clinics in all states will be open. Each batch certain clinics.

    Once you have chosen the clinic, fill in the details and you will get your letter within six minutes. Print out. Sent to your email. And standby email too.Once all done, clear everything. Clear the cache.Do not leave any information of yours in the PC , if using cybercafe.

    Once done, wait for the next email for PTM date. Previously 7 days out of the state. Now all within the chosen state but three days. Due to covid. Good hotels are provided with one doctor per room. No sharing.

    After PTM, immediately report to the clinic. Not a few days later.Example. Tuesday, Wednesday and Thursday PTM. You must report to your clinic on Friday. Whether in Mersing or in Kuala Lipis.

    You are on contract for 3 years.( Medical doctor 4 years).You can quit after one year . Pressure is very heavy to perform. As per MDC advise, don`t take unnecessary holidays. Lot of extra curricular activities is a must. First year, evaluation is 2 times.Doctor claim their work is heavy. Let them become a dentist then they will see. A dentist is already a specialist.     Very important. Every State dental system is different. Some focus on clinical work. Others focus on extra curricular work. Meaning games, gotong royong, school visit and so. Others want you to do well in both. Jogging, badminton, carrom, chess and what not all become significant.

  16. What happens if you selected a place and you are not happy. You have three days to appeal. Either they tell you to find someone else who wants to exchange with you ( someone will create a group for all new recruits, don`t worry) or tell them you want to tunda. You must fill up the necessary forms online and send it.

    Your placement will be cancelled if the reason provided by you is accepted.

    June 2019 batch, One got Sarikei because the person did the selection from home. Very slow speed. Not happy. Chose to tunda. So start all over again in October. This time got Durian Tunggal.

    July 2020, one person got Jelai. She went to visit the place. Unhappy. She wanted to travel from Kajang daily.She was to get married two months later. So she appealed. Told her to wait for next intake.

    October 2020, she got Putrajaya .

  17. Managing your finances very important. Car loan if you have taken one. Car maintenance. House rent .Room rent. Plus food expenses. Some place are more expensive than KL. Crazy people. Others are cheap.

    If you had taken PTPTN loan or any other educational loan, this is the time you will feel the pinch. Not to pay now but when you start repaying.

    Some places you will face slight discrimination. Other places they are very happy to see You need to learn to adapt. In some places your own race will be critical of you.

    You will be attached to the main hospitals for two months . For which you have to rent a room. Some places furnished room is RM500 per month. Air cond plus. So you will be paying two rents per month.

    Don`t worry. Everywhere you will will see dentists you are familiar with. Seniors from your own Universities.

    During attachment with the main Hospitals, for 2 months, take note. No on call claims. Cannot claim at all for first year. Different states different systems. In one State, the six dentists are sent for attachment to a main hospital. Oral surgery department and Paediatric department. Three dentist per dept for one month. Then rotate. But on call starts immediately. 2 by 2. Monday to Thursday. Friday to Sunday. Continue for 2 months. On call means get ready to be called at any time from 5 pm to 8 am. If lucky can sleep . If accident case, you are given 15 minutes to be in the hospital. So you cannot stay far away. When in the hospital easily can spend three to four hours. No off days. Take note.

  19. Even though Malaysia is considered a developing country yet not places are developed equally. You will be shocked that outside Selangor/KL, many places are not developed . People have never heard about wi-fi. Broadband yes. So you call all the Telcos, they will tell you the same reason. Too high in infrastructure cost and insufficient number. Unless there is a University or College in that area, you will need to depend on the use of broadband only. Which can keep fluctuating.

    In smaller towns, within one week, everyone will know you. So don`t be surprised, if they call address you as Doctor. loudly, either at the petrol station, bank, restaurant or even the market. All just want to show respect.

    In extreme cases, a dentist who happened to be good in her job, was appointed to be a mayor for seven villages in the interiors of Sarawak. The villagers insisted her to be their mayor because she was very responsible, dedicated and fully committed.
